Harbour history and Joyce's coast
Take the train early enough for a daylight pier walk, then enter the maritime museum after its eleven o'clock opening. Finish the tower before four.
Dún Laoghaire East Pier → National Maritime Museum → James Joyce Tower; rail from Dublin, then roughly 45–60 minutes of connecting walks plus the pier circuit.
Walk as far along the pier as feels comfortable and return the same way, allowing time to watch the harbour rather than racing to its end. This is an exposed waterfront, not a sheltered promenade in all weather. Shorten the route when strong wind or spray makes it unpleasant.

Explore the maritime collection inside the former Mariners' Church, connecting the objects with the harbour just visited. It provides an indoor anchor if the coast is breezy. Take lunch in town afterward rather than expecting the short transfer to Sandycove to include an entire meal.
Give the small tower and its literary setting a focused visit, then look back along the shore. You do not need to have finished Ulysses to appreciate the connection between place and writing. The building has stairs and limited space, so adjust for mobility and other visitors.

Do I need a car for this Dublin itinerary?
No. The center is walkable, the western museums have public-transport or taxi options, and the coast is served by DART. Check the actual service on your dates and leave extra time from your hotel to the first reservation.
What if Kilmainham is sold out?
Do not buy an unverified resale ticket. Keep the western day for IMMA and its grounds, then visit Guinness if wanted. You can also give the National Gallery more time on another day; the itinerary should adjust to a real booking, not invent one.
Is the coastal day a difficult hike?
No cliff trail is included. It combines the harbour, maritime museum and Sandycove. The pier is exposed and the Joyce Tower has stairs, so weather or mobility limitations may require shortening the walk or replacing the tower interior.
